Councilmember Huizar and the Los Angeles Police Department, in collaboration with the Hollenbeck Cadet Program and the Hollenbeck Police Business Association, bring you this free family event. The carnival will take place throughout the 4th of July weekend.

Fresco Community Markets

The Hermon Park and surrounding communities were out in force for the grand opening of the new Fresco Community Market. Access to healthy foods has been a priority for Councilmember Huizar since his days on the L.A. School Board and he was there to welcome the new establishment and help cut the official ribbon.

Council Adopts – Mayor Signs Master Bike Plan

After the City Council adopted the City’s Master Bike Plan on Tuesday, Mayor Villaraigosa signed it into law Wednesday on City Hall’s South lawn steps. With hundreds of bike enthusiasts in attendance, Councilmember Huizar joined with the Mayor and bicycle advocates to celebrate the groundbreaking plan, which significantly increases bike lanes throughout the City. Just a couple of weeks ago, Councilmember Huizar helped bring the City’s first bike corral to Highland Park.

“Broadway 100” Centennial Celebration Kicks Off with World Premiere of Theatrefication

Eagle Rock Centennial Kick Off Celebration

Hosted by the Center for the Arts, Eagle Rock, Councilmember Huizar congratulated Eagle Rock on their 100 year anniversary and recognized community leaders for their involvement. Ascot Hills Open House Celebration

Councilmember José Huizar joined community members and local high school students for the “Open House” celebration of the much-anticipated Ascot Hills Phase II park improvements—which includes full stream restoration, an outdoor amphitheatre, irrigation and fire safety installations, landscaping, hiking trails, and native plantings.

Hermon Park Playground Gets New Playground

Councilmember José Huizar and the Hermon community were out in numbers for the ribbon-cutting ceremony of their new state-of-the-art ADA compliant playground at Hermon Park. Aside from the new playground, the $750,000 Hermon Park improvements include more security lighting throughout the park, and new irrigation.

New Reward Ordinance for Law Enforcement

The City Council voted 11-0 to adopt Councilmember Huizar’s legislation closing a loophole, which left LAPD officers who fall victim to assaults while off-duty and out of City limits without any means to have rewards issued on their behalf. After the vote this week and one more second-reading vote next week, the City of Los Angeles will now be able to issue rewards on behalf of officers who are assaulted or killed, whether officers are attacked while on-duty or off, in or out of City limits. The maximum rewards for assaults on Los Angeles Public Safety officers will also be raised to $100,000.

Council Approves Huizar Motion for $1 Million Allocation to Streetcar

The Downtown L.A. Streetcar, a public-private partnership project championed by City Councilmember José Huizar’s Bringing Back Broadway initiative and a non-profit L.A. Streetcar Inc., won unanimous City Council support for a $1 million allocation of the City’s Measure R Local Return funding to assist the project through its environmental and engineering phases. The funding will assist Downtown L.A. Streetcar with environmental review and engineering -- Council action comes as recent report states streetcar will generate 9,300 jobs, spur $1.1 billion in development and generate $24.5 million in annual tourism and spending.

City Launches Councilmember Huizar’s Graffiti Tracking Program

Councilmember Huizar joined with Mayor Villaraigosa Friday, along with LAPD officials and City Attorney Carmen Trutanich Friday to launch TAGRS, a graffiti tracking program in Hollenbeck, Van Nuys, Habor and Central LAPD divisions. Huizar first proposed creating a City-operated program in 2008. Mayor Villaraigosa provided funding for the program, which will equip the City’s Graffiti Removal teams with smartphones to take pictures of tags, which will go into the TAGRS database monitored by LAPD. Police will use that evidence to help persue prosecution and restitution against the City’s worst taggers and tagging crews.

City Launches First Bike Corral in Highland Park

Working with local business and City departments, Councilmember Huizar helped bring the City’s first bike corral to Highland Park. Less than a year after the City Council officially approved his legislation to build it – a single parking location that can accommodate 10 bicycles – the biking community celebrated the inaugural corral outside of Café de Leche in Highland Park.Café de Leche co-owner Matt Schodorf brought the idea for a bike corral outside his business to Councilmember Huizar in order to better accommodate his customers. Councilmember agreed and introduced the motion in July 2009 and then went to work with the Los Angeles Department of Transportation (LADOT), the Bureau of Street Services (BSS) and the City’s General Services Division (GSD) to design and build the model corral, which will be duplicated throughout the City.

Councilmember Huizar agreed to pay the cost of installing the bike corral.

4th Street Bridge Improvements

Councilmember Huizar joined community members in Boyle Heights Saturday to celebrate the addition of a Smart Crossing Walk on 4th Street and Concord, which had long been identified by the community as a dangerous place to cross. Now when pedestrians push the cross button, large caution lights flash overhead, alerting drivers to stop. The improvements are part of $412,000 seismic retrofitting of the 4th Street Bridge. Other improvements include storm drain upgrades, landscaping and paving underneath the bridge.

Jessica Triangle-Mt. Washington Designation

Following on the heels of the Verdugo Village designation in Glassell Park, Councilmember Huizar joined members of the Mt. Washington community to celebrate the Jessica Triangle designation with two new signs. Jessica Triangle is a triangular shaped median at Cleland Avenue and Jessica Drive that has been turned into a mini-garden with trees, plants and a trail. This community improvement project, which has had many volunteer community stewards over the years, is a source of pride for the Mt. Washington community. In 2007, Councilmember Huizar protected it from destruction when he worked with Public Works to re-direct a proposed sewer line, which was scheduled to run right through the garden. He also had the City designate Jessica Triangle as an official City of Los Angeles site.

Bulldogs Win 1st Annual East L.A. Alumni Classic

Councilmember Huizar served as the Honorary Coach for the Rough Riders in the 1st Annual Alumni East L.A. Classic at E.L.A.C.C. Garfield dominated for three quarters but Roosevelt almost tied it up in the closing minutes. It was a great showcase for healthy competition, respect and sportsmanship. Congratulations went out to all of the alumni as the relived some of their gridiron glory. This should be the first of many alumni East L.A. Classics to come.

4th Annual Senior Snowball

More than 600 seniors from all over Council District 14 came out for the 4th Annual Senior Snowball sponsored by Councilmember Huizar. Attendees were treated to a delicious meal and desserts. With more than 20 senior clubs present, all the seniors were recognized for their leadership and community involvement, and also had the opportunity to win raffle prizes. Musical entertainment by Chico followed dinner and the seniors took to the dance floor without invitation.

Adopt-A-Pet Valentine Adoptions

As part of Valentine’s Day weekend, Councilmember Huizar participated in the Adopt-A-Valentine Pet Adoption at the North Central Animal Shelter on Lacey. Sponsored by his office, the City of Los Angeles, CD 13 and Friends of Hermon Dog Park, the community came out to adopt some of our four-legged friends in need of a home.

“Our Downtown” Living Streets Plan Workshop

Sponsored by Councilmember Huizar, the El Sereno community held its third vision workshop on how to spend funds for improving Huntington Drive. Friends and neighbors came out to vote on their priorities. Stay tuned for more announcements.

Fitness Zone Ribbon Cutting

Eagle Rock Recreation Center is the latest Council District 14 park to see new improvements. Councilmember Huizar secured $150,000 to install an Outdoor Fitness Zone at the park, consisting of 10 exercise machines, which were installed near the playground so parents watching their kids, and seniors from the nearby Senior Center, could get in some exercise free of cost. Other improvements at the park include upgrades such as a new gym floor, repaired basketball hoops and improved lighting in the Recreation Center and a new dumpster location to address trash and illegal dumping problems that were beginning to happen at the park.

Today, all over the United States, we celebrate the adoption of the Declaration of Independence on July 4, 1776 with parades, barbeques, concerts, baseball games, and fireworks. We honor our nation’s heritage, laws, history, society, and its people. Today, the City of Los Angeles Neighborhood Council Elections for Region G (East and Northeast LA) will take place. In general, eligibility is extended to any person, 16 years and up, who lives, works, or owns property within a particular Neighborhood Council's boundaries.

Census Week in CD14

Joined by hundreds of volunteers throughout CD14, Councilmember Huizar, along with the CD14 Complete Count Committee, participated in Census canvassing events last weekend throughout hard-to-count areas in the district. The Census brings millions of dollars to the City of Los Angeles.Remember, April 1st is National Census Day. Please use this day as a reminder to send in your Census form.

From Interns to Fellows

Councilmember Huizar introduced a motion in Council that would form the creation of a formal City Fellowship Program for the City of Los Angeles. The fellowship would work with the volunteer program from the Office of the Mayor and would create a second new category of full or part-time volunteer ("Angels") for any recently retired City employee who is willing to assist the City. The fellowship would also provide opportunities to recruit young talent and offer real work experience while they build their professional portfolios. The motion was approved and more information will be available as the program is developed.

Honoring Captain Rudy De Leon

The Los Angeles City Council unanimously voted to support Councilmember Huizar’s legislation Wednesday to dedicate the Hollenbeck Police Station in honor of the late Capt. Rudy De Leon. Capt. De Leon was a trailblazer who had the distinction of being one of the first Latino commanding officers in LAPD history when he oversaw the Hollenbeck Police Station in the 1970s. Joining Councilmember Huizar in their support of the designation Wednesday were community members, LAPD Chief Charlie Beck, Rudy De Leon II and other family members, and several police groups, including members of the Latin American Law Enforcement Association (LA LEY), which De Leon helped found. De Leon first entered the Police Academy in 1947, shortly after completing his service with the Navy during WWII. He went on to enjoy a stellar 31-year career at the LAPD. De Leon is especially remembered for his unique style of “community policing” and creating a boxing program for youth. That program grew to become the Hollenbeck Youth Center, a nationally recognized center that provides athletic and extra-curricular activities for young people. It’s the Season for Little League!

Councilmember Huizar kicked off the Little League season at Garvanza Park this past weekend with 29 teams and more than 400 children and parents ready to play baseball. The Garvanza Park Little League is one of the largest in Los Angeles and is supported by Councilmember Huizar, parents, community members and sponsors who believe sports helps develop teamwork, promote physical health, and build good character, all in the spirit of community fun. Downtown Leaders Breakfast

Councilmember Huizar hosted a Downtown Leaders Breakfast this week at the Tiara Café Restaurant to discuss CD14 issues in the growing Downtown community. The Downtown area is experiencing tremendous growth, change and revitalization. CD14 includes significant portions of the Arts District, Historic Downtown area, Fashion District, Industrial District, and Jewelry District and experienced a 30 percent increase in population over the last three years.

I attended a breakfast yesterday morning for Jonathan Veitch before his inauguration as new Occidental College President. I first met Jonathan a few months ago and I knew then that he was a committed and dedicated leader. Located in Eagle Rock, Occidental has a reputation as an excellent liberal arts university (President Barack Obama was a student) and I know that Jonathan will be tremendous asset to the college, its faculty and, most importantly, to the students. Congratulations, Mr. Veitch!

State of Eagle Rock Solid at TERA Meeting

On Wednesday, I delivered my “State of the Town Address” to The Eagle Rock Association (TERA). TERA has been advocating on behalf of Eagle Rock for more than 20 years and it’s always an honor for me to spend some time with them. I want to thank them for hosting for this event. We had a nice turnout as I updated folks on some of the issues I’ve been working on, such as pushing forward on hearing medical marijuana hardship exemption cases throughout my district. At my urging, the City has heard more hardship exemptions in Council District 14 than any other Council office and I thanked Eagle Rock residents for their help in leading me to move to strike the hardship exemption clause from the Interim Control Ordinance. We also talked about LAPD’s Northeast Division ranking 1st in crime reduction City-wide with homicides down 56 percent and violent crime down 10 percent. And after Wednesday mornings multi-agency law enforcement sweep throughout the Northeast led to the arrests of 78 alleged gang members, some alleged to be responsible in the killing of L.A. Sheriff’s Deputy Juan Escalante, we are hopeful crime will drop even more. Thanks again to TERA, my staff and the community members who came out.

R.O.C.K. Teen Center Opens Eagle Rock Coffee House

A couple of people have asked me on Facebook about the new Eagle Rock coffee house, “Eagles Landing Coffee House”. Here’s the address:

The great thing about Eagles Landing Coffee House is that it is part of The R.O.C.K Teen Center, which is located right next door. R.O.C.K stands for “Reach Our Community Kids” and was opened in 2001. The non-profit center offers after-school activities, college resources, guidance, mentorship, volunteer opportunities and a safe space for local teenagers. It’s just blocks away from Eagle Rock High School and just two miles from Franklin High School, Burbank Middle School and Irving Middle School. I was there for the coffee house’s grand opening and I wish them much success. Go buy their coffee. It’s delicious and 50 percent of their sales go directly to R.O.C.K.

National Night Out – America’s Night Out Against Crime

Tonight is National Night Out – America’s Night Out Against Crime.
NATIONAL NIGHT OUT is designed to:

• Heighten crime and drug prevention awareness;
• Generate support for, and participation in, local anticrime programs;
• Strengthen neighborhood spirit and police-community partnerships; and
• Send a message to criminals letting them know that neighborhoods are organized and fighting back.

National Night Out is a great opportunity for all of us to show our solidarity with law enforcement and to strengthen our commitment to peace in our neighborhoods.

There are three events happening in our District and I encourage you to come out, bring your families and get to know your neighbors and community.
